Rebate Program

CleanBC Better Homes Energy Savings Program

The CleanBC Better Homes Energy Savings Program provides enhanced home energy rebates for income-qualified households in British Columbia. Eligible homeowners and renters may qualify for rebates when replacing existing electric, natural gas, propane, oil or wood heating systems with qualifying heat pump systems. Rebate amounts depend on household income, existing heating fuel, equipment type and eligible project costs. Current incentives can include rebates for air-source heat pumps, air-to-water heat pumps, combined space-and-water heat pump systems, heat pump water heaters, electrical service upgrades, ventilation improvements and certain health-and-safety work required to complete an eligible upgrade. Participants must pre-register and receive an eligibility code before installing upgrades. Eligible upgrades must be completed by a CleanBC Energy Savings Program Registered Contractor.

Current CleanBC Energy Savings Program incentives relevant to HVAC projects can include:

Heat pumps: Eligible ground-oriented homes switching from natural gas, propane or oil may qualify for up to $13,000 for a central ducted or qualifying multi-split heat pump, depending on income level.

Homes switching from electricity or wood may qualify for different rebate amounts. For eligible electric-to-heat-pump projects, rebates can reach up to $5,000.

Heat pump water heaters: Eligible households may receive up to $3,500 for a qualifying heat pump water heater. The amount depends on existing water-heating fuel and income level.

Combined space and water heat pumps: Eligible fossil-fuel conversions may qualify for up to $16,500 for an approved combined space-and-water heat pump system.

Electrical service upgrades: Eligible homes converting from fossil-fuel space or water heating to a heat pump may receive up to $5,000 toward an eligible electrical service upgrade.

Supporting upgrades: Eligible projects may also qualify for rebates toward ventilation improvements and certain health-and-safety remediation required to complete an approved upgrade.

Rebate amounts cannot exceed eligible project costs. Equipment, contractor, documentation and installation requirements must be satisfied for final approval.

Eligibility

Eligibility is income-qualified and depends on household size, combined pre-tax household income, property assessed value, home type, existing heating fuel and the selected upgrade.

General requirements include:

• The home must be a year-round primary residence in British Columbia and generally be at least 12 months old. • The household must meet the program's current income qualification requirements. • The property must meet the applicable BC Assessment value limit. • The home must be connected to an eligible residential utility account. • Participants must pre-register and receive an eligibility code before installing upgrades. • Eligible upgrades must be purchased, supplied and installed by a CleanBC Energy Savings Program Registered Contractor. • Self-installations are not eligible. • Heat pump equipment must meet the program's current product, efficiency, sizing and installation requirements. • Existing heating fuel affects both eligibility and the maximum rebate available. • Replacing an existing heat pump or adding a secondary heat pump to a home that already uses a heat pump is generally not eligible for a heat pump rebate. • Fossil-fuel-to-heat-pump projects may require removal or decommissioning of the existing fossil fuel heating equipment. • The Registered Contractor must submit the rebate application and supporting documents within the applicable program deadline.
